UVALDE — On his 7,000-acre South Texas ranch, Hayden Haby maneuvers his pickup truck across a trail of dusty brown brush. A drought has taken hold of his land, and if it weren't for the sturdy prickly pear, there would be little or nothing to feed his 1,000 Angora goats and other livestock.
